Useful information

To get help, you need to:

Step 1. Submit a report of damaged property in the application or through the Diia portal, if you have not submitted it before.

Step 2. Open an eVidnovlennia account at JSB “Clearing House”. 

Step 3. Submit an application for assistance through Diia.

Step 4. Wait for a call from the local government commission to inspect the property and determine the amount of assistance.

Step 5. Wait for a notification in Diia about the decision of the commission.

Step 6. Receive money to the eVidnovlennia card from JSB “Clearing House”


Assistance is available to citizens of Ukraine who own or co-own the damaged housing (subject to the consent of other co-owners). The ownership rights (all shares of ownership) to the real estate object must be registered in the State Register of Real Property Rights (SRRP).

First and foremost, the payments will be made to combatants, families of fallen soldiers, mobilized Ukrainians, large families, people with disabilities of groups I and II, as well as parents-foster parents of family-type children's homes, foster parents, foster caregivers, guardians, orphans and children deprived of parental care.

People who are under sanctions or have a criminal record for crimes against national security are not eligible for payment. As well as their heirs.


The amount of financial assistance is determined on an individual basis and depends on the complexity of the damage. A special commission from the local authorities will inspect the housing and determine the amount of assistance. The maximum amount of compensation is 200 thousand UAH.


Funds are provided for the restoration of housing, if any:

- Damaged due to hostilities after February 24, 2022;

- Located in the unoccupied territory where active hostilities are not taking place;

- Is subject to restoration;

- Has not been repaired by yourself.

The funds can be used to restore an apartment, house or other residential premises, such as a dormitory room.


The funds can be spent exclusively on the purchase of construction materials and repair services. The list of participants from whom you can purchase construction materials and services is being gradually updated and is available on the service website https://erecovery.diia.gov.ua/ . Participants will be able to join the program by submitting an application on the Diia portal. 

Any other goods, except those specified by the Resolution of the Cabinet of Ministers of Ukraine No. 381 of April 21, 2023, cannot be purchased with these funds. You can use the eVidnovlennia card to pay for construction work carried out by partners participating in the program. If you buy construction materials and goods that are not eligible for compensation at the same time, you need to make two separate purchases and pay for these goods from your own funds.


The money must be used within 12 months from the date of receipt. After this date, the remaining funds are automatically returned to the budget.

The program is not available to owners of housing located in the combat zone or in the temporarily occupied territories.

The program is designed to help those citizens who were unable to restore their homes on their own. Owners who have already fully restored their homes affected by the hostilities are not eligible for payment under the eVidnovlennia project. It is expected that they will be able to apply for payment from the reparations funds to be paid by Russia. The Ukrainian government and international partners are working in this direction.

You cannot receive financial assistance if your home is located in a multi-storey building where common areas have been damaged and not repaired. For example, the roof or entrance. In such a case, the local government is responsible for repairing the building centrally.


1. First of all, you must file an information report about the damaged property, if you have not already done so. This can be done on the portal or in the Diia app, as well as through the ASC or a notary. If you have already reported before, you do not need to do it again.

2. After that, you have to open a specialized eVidnovlennia account in one of the banks participating in the program. You can also do this when submitting your application in the Diia app.

3. Next, you need to apply for financial assistance within the framework of eVidnovlennia in the Diia application.

4. If you are not the sole owner of the property, you must obtain consent from the co-owner(s) that you will receive compensation. After all, only one of the owners can receive funds for repairs. Consent can be provided through the Diia app, and a request for consent will be sent when you submit your eVidnovlennia application. You can also give your consent offline by selecting the appropriate option in the application.

5. You can open the card both in the banking application and in a physical bank branch. You can also open the card during the application process in the Diia application.

6. After that, the local authorities will send a commission to inspect the damaged property, record the damage, and determine the amount of compensation. 

7. After the inspection, the decision will be entered into the Register of Damaged and Destroyed Property.

8. Then you will receive confirmation and funds on a specialized eVidnovlennia card. You can spend it only on construction materials or services of contractors who are participants of the eVidnovlennia program. The list of these companies in your region can be found on the eVidnovlennia website https://erecovery.diia.gov.ua/


CLIENTS’ WARNING:

By signing the Application - Agreement (hereinafter referred to as the Agreement), the client confirms that he/she agreed to the Terms and Conditions for the provision of banking services (for the individuals), which is a public offer to be posted on the Bank's website https://www.clhs.com.ua (hereinafter referred to as the Public Offer), and is aware of the possible consequences in case of using the specified banking service or failure to fulfill his/her obligations thereunder and the offer.

Consequences for the client in case of using the banking service or non-fulfillment of obligations under the Banking Services Agreement are the following:

- accepting the conditions for receiving banking services stipulated by the Public Offer and the Agreement, the client undertakes to pay for the relevant banking services in accordance with the Bank's tariffs;

 - in case of violation of the terms of the Public Offer and the Agreement, the client may be subject to penalties in accordance with the terms of the agreement;

- in case of improper fulfillment of its obligations under the terms of the Public Offer and the Agreement, the Bank has the right to apply to the relevant state bodies in order to satisfy its requirements, including compulsorily;

 - in accordance with the current legislation of Ukraine, income received by the client in accordance with the terms of the Public Proposal and the Agreement is subject to taxation.

The Bank is prohibited to require from the customer to purchase any goods or services from the Bank or a similar or related person as a mandatory condition for the provision of these services (except for the provision of a package of banking services).

The Bank has no right to make changes to the agreements concluded with the customers unilaterally, unless otherwise provided by the Agreement, offer or law.

The Client has the right to withdraw from the contract for the provision of banking services if such right is provided by law.

The Client has the opportunity to refuse to receive advertising materials by means of remote communication channels by contacting the Bank's manager or the Bank's Call-Center.
